农业部牛冷冻精液质量监督检验测试中心

农业部牛冷冻精液质量监督检验测试中心（南京）具有相对独立的建制, 自1992年通过国家计量认证/审查认可（验收）和农业部批准其工作职能上能够确保独立性和公正性。

“中心”现有人员15人其中中级技术职称以上的13人，占87%，设主任一人，副主任二人，常务副主任负责主持日常工作。

技术人员中，有的长期从事牛冷冻精液生产和质量检测方面的工作，有的专门从事该领域方面的教学和科研工作，有的同志曾主持多项省和国家标准的制、修订工作和科研项目，其技术水平和研究水平在国内行业中具有一定的影响。

主要工作:

1.承担政府部门下达的对良种公畜（牛、羊、猪）及冷冻精液质量监督检验和优质荣誉产品的评选、复查检验；

2.受政府上级的委托，承担对实施证书管理（生产许可证，质量认证、推广许可证、产品登记、进出口登记等）种公畜及冷冻精液产品进行检验，对产品新技术鉴定检验；

3.承担对公畜（牛、羊、猪）及冷冻精液质量分等分级检验；

4.承担对公畜（牛、羊、猪）及冷冻精液质量委托检验和仲裁检验；

5.承担国家和行业标准的制修订工作；研究新技术和新方法的研究和技术培训工作。

中心在南京农业大学校内，周围环境好，在技术上有着多学科的支持，与国内、国外有着广泛的学术交流。

Brief introduction of quality supervision & test center of

cattle frozen sperm of Ministry of Agriculture of PRC

Quality supervision & test center of cattle frozen sperm of Ministry of Agriculture of PRC> has independent organizational system, which has been authenticated by the nation and authorized by Agriculture ministry. So it can guarantee the independency and justness.

The center has one director, two deputy-directors. Administrative vice director Mr.Jin Sui hua is responsible for the daily work of the center.

Now the center has 15 members, among which 13 persons own vantage technical post and it accounts for 87%.

Among all the technical members, some of them always work on production and quality supervision on frozen sperm of cattle, some of them specifically engage in teaching and research on this field, some once presided editing national or provincial standard and research projects. So its technique and research level has certain influence on the national field.

The main jobs:

1.Undertaking the quality supervision on improved bovine and frozen sperm, the evaluation and recheck of products with high grade and reputation.

2.Under the order of the government, assuming the certificate management on bovine (production licence, quality authentication, promotion licence, product register etc.) and testing the frozen sperm and new product technology.

3.Undertaking classification test on bovine and the quality of frozen sperm.

4.Undertaking mediation and commission test on bovine and the quality of frozen sperm.

5.Undertaking editing National and industrial standard, making research on the new technology and organizing technical training.

The center locates in Nanjing Agricultural University with good ambient surroundings, which can get support from other subjects and also has broad learning communication with the national and international field.
